Poorly organized Philippe forms near Cuba, Selma dissipates
On Saturday morning, Potential Tropical Cyclone Eighteen was upgraded to Tropical Depression Eighteen, and has since strengthened into Tropical Storm Philippe – the sixteenth named storm of the 2017 Atlantic hurricane season.
